importing Ultra Library file to create footprint

I try to import a library from Export of Ultra Library.
In the “importing a library into cadence Concept 15 or later” document, it instruct that: “you can load the component in by clicking the COMPONENT Menu and choosing Add from the list. But I don’t know where to get the Component Menu?
Is anyone can provide me a step by step procedure, please? Using 17.2
