How to change a dummy via into not on a net status?

Hi All!

I'm writing  a code to change via from net_exist status into dummy net(not on a net status) by function axlDBAssignNet(ViaSelect nil nil),  but it always return dummy net (if via not on a shape, it returns not on a net).

How can I resolve it. Please help me.
