How to create a rubout in Cadence 17.4 PCB designer?

I know this is a simple question, but I can't seem to find an answer anywhere for Cadence 17.4 to create a rubout.

For years I've tried to make Cadence create Scratchers for me.

Add a polygon on the Board Geom> Cutout> layer. for 17.4 and 17.2.

If it's 16.6 or earlier... >board geometry >Outline and >NCRoute_path are converted to the above sometimes when upgrading to 17.2/17.4.

When I use the cutout method I can't find the path layer, and then when I look at it in 3D viewer it shows a cutout on the board.
