Allegro Library Creator 17.4 Licensing Error

I am using Cadence Allegro PCB 17.4-2019 for PCB desgining. All licenses are working perfect except the Allegro Library Creator 17.4. When i open this program, the error displayed, " Could not acquire application license, existing". I have attached the snapsot for the reference. 

Please provide the remedy for this issue.

    This uses a separate license (not part of the Allegro PCB Designer license). Make sure you have Allegro_ECAD_MCAD_Lib_Creator as a feature in your license file.

    This feature is not available in license file. I would need sperate License from Library creator? Do you know the exact part number of this product?
