After imported the step file in to the 3D canvas in pcb editor standard tool v17,4. I have facing the issue of  step file are floating up or down and it is not aligned. Whether any option is there to set step  file origin same as foot print?.

Click on the part inside 3D mapper tool and the options should come up. Start messing with the X, Y and Z dimensions and it'll move around. Pretty easy. Best to run it in the 'Device' or 'footprint' mode instead of Full Board mode.
