Missing "align components" command from RMB in placement edit application mode

In my current board design there is no "align components" command in the right mouse click menu. Placement edit application mode was active at the time. First I've selected the components I wanted to align. I have made sure, that only the desired symbols were selected with the show element command, and there was nothing else in the selection. Then I right clicked on a symbol and I wanted to select the align components command from the context sensitive pop-up menu, but it was missing. See the attached screenshot. I have tried it on multiple symbols, and in multiple different locations. From the pop-up menu I think that the symbol was selected. 

I have opened a demo brd file from cadence, and there the align components command was there. This makes no sense to me. What makes this option appear in one board and not in another? Please help me with tips, what options or setting should I look at. Thanks!

    check for the fixed property, If any of the selected component has FIXED property, align components does not come.
