Incorrect Via is Being Placed

I have some blind vias in my design. The vias I have in the desing are:

1. Default Via 
2. Blind via from Top to Layer 2
3. Layer 2 to Layer 3
4. Layer 3 to layer 4
5. Layer 4 to Layer 5 
6. Layer 5 to Bottom 

Everytime time I try to place via 2 through 6, it just places the default via. I've checked the padstack and I defined the via in the blind and buried via option in setup before putting them in the desgin through the constraints

    So this is usually related to the via list. If the default via is at the top of the vialist it will alwyas be used. You need to make sure that the bbvias are above it. Watch this:- Cadence PCB Blind Buried Single Click Multiple Via Instantiation - YouTube

    Unfortunately that have no effect. I actually removed the via from the list and the program is still placing the via that has a 13 mill drill instead of the the 4 that I'm expecting

    Try purging unused padstacks. Tools > Padstacks > Modify design padstacks - Purge - RMB > All.
