whether the manufacturing constraint (PKG-PKG spacing) in OrCAD 17.4 PCB editor can be reused ?

    Yes, In Constraint Manager, File>Export>Constraints and select the Constraints that you want to re-use, just Design for Assembly in this case. Then File>Import>Constraints from Constraint Manager in the "target" board.
