Step file comes in wrong in solidworks

When I export a step file of a PCB and then the M.E. brings it into Solidworks, a different board comes into Solidworks.

Previously I exported PCB "A"and it came into Solidworks correctly.

If I then export  a step file of PCB "B"

The mechanical engineer imports PCB "B" but it looks like PCB "A".

Have any of you seen this issue?

BTW I tried using Allegro 17.2 and 17.4  AP203 and AP214

We've run up against this too. Our M.E. thinks Solidworks is ignoring components it thinks it already has in the model. He now does a fresh import into a new file every time I send him a modified STEP.
