Text block number is different than library

Hello,

When placing a footprint on a board, I've noticed the text block of the placed symbol is different than the text block number in the library. 

For example, the Assembly Ref Des in the .dra is set to text block #1. However, when I place it on the board, it's changed to what seems like a random number. Something like 17, 19, or 43. 

So I have to go back and change all the text sizes to be consistent again. 

Am I missing something? I don't understand why they would be different between after placing them. How does the text block size get selected?
