allegro imports DXF which have version of 12 and more, if any unsupported feature will be ignored and reported in the log file.

When you import a .dxf file in Allegro, you also need to specify a layer conversion file (.cnv) to map classes and subclasses to specific DXF layers. Do you see any error/warning messages when trying to import the .dxf file?
