PDF export for schematics as a license option is usually a Concept HDL problem.  That is weird.

If the problem is pdfs of schematics, I have Allegro/Orcad 16.6 to edit pcbs because MGC won't update their translator for 17.x.

Export intelligent PDF is a Tcl routine in CIS..  I don't think it is license controlled.   Use a later version to generate the PDF?

For the sch DSNs, I go back and forth constantly between 16.6, 17.4 and 22.1 and have not corrupted/upconverted an Orcad CIS DSN files.  Even crossprobing works.

I build library symbols using CIS 16.6 but work in 22.1.   Major revs have separate Capture.ini files which gives me separate last-edited file histories.

The PDF generator was a paid for option @ 16.6. There was a free version introduced in 17.2 onwards (limited version of the pdf creator). Either open a copy of the board in the later version and generate the PDF or purchase a license.
