Constrain Manager: LayerSubTypes.xml could not be read

I'm having some issues with constrain manager and I'm trying to figure out why I'm getting this error.

OS = RHEL7.9

SPB174

Constrain Manager
CDS_SITE-specific configuration file LayerSubTypes.xml could not be read - see log for details

Here is the permission below
ls -l /tools1/SPB174/share/local/consmgr/LayerSubTypes.xml
-rwxr-xr-x 1 root ads 780 May 1 2016 /tools1/SPB174/share/local/consmgr/LayerSubTypes.xml

    Create CDS_SITE using the article

    Copy LayerSubTypes.xlm from installation folder.

    Do you know where should I copy the file to? I'm little confused about this.

    here is the source:
    $ ls -l /tools1/SPB174/share/local/consmgr/LayerSubTypes.xml

    can you try copying in the PCB folder you created in step 3 of the link I shared?

    I'm trying figure it out where to copy since our system is Linux.

    our path is /application/pcb

    I will follow up with you if that works tomorrow.

    HI VVRD,

    I'm sorry for a late response. I was waiting on the end user to test the issue. Unfortunately it's not working

    First I put the file under this path: /application/pcb and it does not work

    Second I put this file under the user env : /u01/jramirex/pcbenv  and it does not work either.

    I'm getting this error:

    CDS_SITE-specific configuration file LayerSubTypes.xml could not be read --see log for details and the logs details is showing this error:
    file.name: _read.log

    Problems encountered while reading "" Read: Wed Jul 26 15:35:32 2023
    -----------------------------

    Error: unable to open primary document entity '' (l:0; c:0)
    Section read operation aborted

    I do not know what else to do.
