Creating a cavity on top layer

I am in the midst of designing a PCB and I am having trouble figuring out how to create a rectangular cavity on the top layer. In the rectangular cavity (second layer) I also have to create a circular cavity (on the picture it is rectangular). I have attached a picture of the design and am hoping someone can help me move forward, as I have not been able to find any guides or how-tos. I am not sure if this is an untraditional design, but it is to be used for testing chemicals at my place of work.

    which tool are you using ?? is it Allegro PCB Editor or Allegro Package Designer? in PCB Editor you can create embedded cavity but not on the TOP layer. In Package designer you can create cavity using Die Stack Editor on the TOP layer.

    I'm using Allegro PCB Editor. So is it not possible to make a cutout/cavity like shown on this picture?

    You can but not by default. You can create a cutout on Board Geometry / Cutout subclass using a Shape Rectangle with round corners. You would need add a note to the fabrication drawing to specify the depth. The hole beneath can be placed as a BBVia which will define the depth you need (from / to layer) but you may need to waive DRC's. Again you would need to add notes / include detail for the fabricator.
