How to define counterbore/countersink from either top or bottom side of board?

Before 23.1, the counterbore and countersink functionality was available only for the primary or top side.

After the 23.1 release, in secondary drill definitions of the padstack editor, counterbore/countersink can be defined from either the primary or secondary side.

After the 23.1 release, no more special instructions are required to inform the fabrication house about secondary side drills. When creating the drill legend by using Manufacture > NC > Drill Legend, you just need to toggle on the Include C-Bore option. And when using Manufacture > NC > NC Drill, toggle on the Include counterdrill option.

Drill Legend and NC Drill Export will report as to when drilling is required from the top or bottom side.
