Cadence OrCad PCB 17.2 error code: "(SPMHDB-278): Module does not fit in design."

I have a place replicate module of a circuit that works on one design bringing up a unknown error message when I apply it to a new design. 

The modules was created in OrCad PCB 17.2 and error is showing up in OrCad PCB 17.2.

The error message "(SPMHDB-278): Module does not fit in design" shows up after I try to apply the replicate module to the parts.  The layer matching never comes up and I am using the exact same circuit/parts.  The original design used to create the replicate module did have more layers than the design its being applied to.  However only etch shapes on the top were selected for the module.

Any help in explaining the probable meaning of the error code would be appreciated.

    Have you contacted Cadence support regarding this issue?

    There is a related error message that they have a solution for:

    SPMHDB-281 could not create the module instance group

    I have not contacted Cadence about the issue.  I believe this error was related to the board layers being more during the modules creation than the board its being applied to.  Moving the same schematic design to a two layer board and creating the same module did not cause any issues when implementing it on the original target board.
