Create route-via-shape KEEP-IN from complicated board outline?

Is there an easy way to create route-via-shape KEEP-IN shape or just add constraint/rule?

My example case is that I have DXF file 2D outline, then convert to Design Outline and then I want to create distance rule for 1mm to board edge for any routing - track, via, shape, etc. 

If there is no simple 1mm rule possible, should keepin shape always be drawn manually, or can be automated?

Same question actually stays for define an shape as ground or powerplane...

    fastest way is to zcopy design outline to route keepin and contacting by the desired value
