Unable to refresh padstack after changes

OrCAD/Allegro 22.1 with latest hotfix S012.

After making changes to the padstack when we try to perorm tools>>padstack>>refresh padstack its not getting updated.

Performed dbdoctor to the padstack and the issue still persists.

Same issue is occurring to all the boards including cadence demo boards.
