How to attach attributes general to the project?

If I want to specify some removable/mutable general properties for the whole design project, what should I do. As I understood, the objects are required to attach properties and custom text. Is there an object for the design project? If the top level drawing is used as the holding object, what will happen if the hierarchy is modifed so that a new top level drawing sits on the old top level drawing?

I am also wondering which CN functions can be used to remove and modify the properties? From the manual "Design Entry HDL SKILL Reference", I Only see get property functions not remove/set functions.
