I am beginner in Allegro Skill programming. Just in doubt where could I get all of the allegro functions and arguments of each functions in skill programming. In MS Visual C, there are MSDN library for all the functions, so is it will be the same for skill programming?

Another good place to look is in the %CDSROOT%\share\pcb\examples\skill  folder which contains some examples of simple skill scripts as well as individual text files which explains each of the documented AXL functions inside of the DOC\FUNCS sub-directory.

    Hope this helps,
