Hotkey, funckey or skill

I would like to have a hotkey that when pushed would pop up the snap window.  From there I could choose what kind of snap i want.  I have seen setting a key to a specific type of snap but I would like to just get the menu and pick from there.

Anyone done this before?  I don't have much experience with skill programing but I'm willing to try...
