How to access clipboard file using skill on windows 7

Hi everyone!

I want to access data in clipboard file, but I don't know how to do that.  For example: When I copy refdes text from my circuit diagram, I want to get copied text from clipboard file and do something  with my skill code.

Please help me how to acces clipoard file. I'm using windows 7
