Add a tcl command I created/registered to the toolbar and also assign an icon to it programmatically?

Hello, 
does anyone know if it is possible to add a tcl command I created/registered to the toolbar and also assign an icon to it programmatically?

No problem to add the tcl commands as a menu (like the File menu for example)
No problem in manually adding the tcl command to the toolbar by using the customize

But as said, I want to do it programmatically, as otherwise all our users have to do it by themselves

    Can you please explain the term programmatically here?

    What I understand is automatically loading of script for all users and users just use tcl function form menu, correct?

    we use InsertXMLMenu to add our commands into the menu bar.
    after doing this, we would like to also use tcl scripting to add the created menu items into the toolbar

    As of today I am only aware of the the interactive way in using the customize toolbar functionality
