Start Layout, this will open "LSession" window, in there Tools>Library Manager.

"Create new footprint" button, use the Pad Array Generator if applicable, otherwise, set the grids, add any padstack definitions, layout the pins, add obstacles for assembly, silk screen, etc. Save results, create a new library to hold your own footprints.

Check the documentation, LAY_UG.PDF in the doc directory of the installation, "Managing libraries and footprints"

Thanks Oldmouldy for replying i want to create footprint for DIP ic it's a microcontroller 2051 ic i don't know how to edit it according to my data sheet
When i use to create new foot print using pad array generator and when i select Dual/Quad inline it bydefault selects 2 pins along x-axis and i can seect any for y-axis for dip pins should only be along x-axis.
i also want to know how can i adjust pad size.
    thanks

Since the component can, and probably will, be rotated in the design, whether the pins are added to the Pad Array Generator in the X or Y direction will be immaterial.

For the padstacks, either, add the Padstack to the Padstack spreadsheet before using the PAG, or, change the Padstack after using the PAG, select the Pin Tool, control+left-click on the pin and open the Padstack spreadsheet to change the Padstack parameters.

Try page 535 of the LAY_UG.PDF, creating and editing footprints.
