Allegro Free Physical Viewer 16.0 not loading

I'm running Windows XP w/ 512MB of memory, and plenty of disk space.

I've been using 15.7.   I installed 16.0 and it will not execute.   I've tried executing from the shortcuts on the START menu, and also directly from the tools/pcb/bin directory.   I'll double - click, get a 1second hour glass symbol, then nothing.   No errors at all. 

This is only on my laptop.  Others are using this program, no issues.  Several months ago, I initially saw this problem, but it would sometimes start up. IT told me to de-install other programs, which I did, and then hey, the program loaded.   But the next morning, I got nothing.
Also, tried de-installing 15.7, then installed 16.0, and still wont come up.

Any help would be appreciated.
