Is there any way to get an equivalent of a CADIF netral file format output of an Allegro PCB design?

At a previous company we used to have a "bolt on" piece of software called OHIO Harmony that had a GENCAD (cadif neutral file) export. I believe that this company was bought out by PTC so not sure whether you can still get your hands on it.

    Cheers

The only export to CADIF from Allegro that I'm aware of, is from the old OHIO folks.  They had a translator that used extract files as the source data and created a "paf" file.  This was all done in support of getting the Allegro design into their InterComm product.  They have altered that interface several times over the years and I believe they have abandoned that methodolgy in favor of another approach.  The OHIO company was acquired by PTC.  You would need to contact PTC to see if there is still a capability available.

    Good luck.
