Can't Connect Wire to Part Pin [OrCad Capture]

Hey Guys,

I've used OrCad Capture a couple times before this for some small, single-chip designs, as well as other schematic software for much more complex layouts.  My current project is a three-chip solution include an Altera Cyclone III part.  My problem comes with part C of the Cyclone III part.  Both A and B don't suffer from this issue.  Basically, wires won't connect to any of the pins on part C - it looks as though the part is hovering over top of the wires, as if on a second layer.  I've attached a picture as reference.

Has anyone encoutered this?  Any idea on a fix?  I've attempted to create a new page, with no luck, even a new project with the same result.  I think it might be the library, but thought I would check here first.
