Why does my graphics do this? (Allegro ver 16.01)

When I mouse over elements, it gives me this weird coloring (instead of highlighting). Why?

    You may have an OPENGL issue with your graphics card. Try switching the OPENGL off to see if it makes a difference...

    Setup -> User Preference and check the Opengl - disable_opengl value box. You will need to restart Allegro.
