permanent highlight color

Is there anyway of changing the permanent highlight color palette. The colors that are present on our system are dark colors and not useful.

 I saw where you can go around it by using the color pallette. I would like to change the colors permanently.

     Yes, of course.  What version?  It's located in the color palette dialog but it's moved around in the various versions.
