Failed to load Error Messaging System

I created a new user profile on my computer.  In that profile, when I attempt to run Design Entry (i.e., Allegro HDL), I get the message "Failed to load error Messaging System" and the program does not load.  Any idea how to resolve this issue without reinstalling SBP 16.2?

    Update:

    I have applied SBP 16.2 Hotfixes 11 and 13.  Those updates are not shown in the Project Manager About Box.  It displays 16.2-s001.

    Update:

    I have uninstalled Cadence SBP 16.2.  I reinstalled Cadence SBP 16.2 + Hotfix 13.  The error still exists and the program will not start.

     Could you use Concept with your old user profile? If so, I'd contact Cadence. If not, it may be a problem with your computer, network, etc. that could possibly be fixed before going to Cadence.

    SourceLink doens't have anything for the specific error message you reported.

    Cadence worked correctly in the old profile immediately before creating the new profile.  After creation of the new profile, Cadence front end will not start (Design Entry and Part Developer) in versions 16.01 and 16.2.  However, the back end (layout) works correctly.  I couldn't find anything relevant in Sourcelink either.  I've submitted an SR with Cadence and will update if a solution is found.

     Check your PATH variable. You should see several Cadence entries with a %CDSROOT% prefix. Insure only one copy of each entry exists and they are at the front of the PATH. Also check if there is any Cadence entries without the CDSROOT variable. Finally check if a CONCENT_INST_DIR variable exists with a value of %CDSROOT%
