Padstacks (Pins) are added into .dra files through the command 'add pin' (Menu item -- Layout >Pins. You then select the padstack, the pin type (Mechanical or Connect) the copy mode, rotation, pin number, textblock to use for the pin text and the text offsetin the Options tab. Digitize the location in the editor canvas and continue adding pins until you have the required number and locations.

The Allegro User Guide on Defining and Developing libraries explains how to create a symbol clearly. There is a little more in my tutorial at <http://userweb.elec.gla.ac.uk/j/jdavies/orcad/>.

Ensure the padstack is in a location that your padpath points to.Type set at the Allegro command line to get a listing of your paths. You can change the path in your User Preferences.

    Setup >User Preferences;  Paths >Config
