Cropping Copper Areas

1) I have a PCB design that requires a specific gap of 1.5mm between its edges and any copper areas (including pads).

2) I am unable to move any components or pads.

 

Is there a way to create a "keep out" area of 1.5mm all around the PCB, while cutting off any pads or other copper that extend over it when the design is gerbered out? I've tried various boundary types (anti-etch, keepout,etc...to no avail)

    A route keep-in might work for dynamic shapes, but won't clip pads (you could edit the pad boundary to do this).  The only thing I can think of that might work would be to set your photoplot outline 1.5 mm inside the board edge using zcopy-contract.
