How to improve Library Database

Dear All,
I want to maintain a library database for standard package which will be frequently used (IPC-7351A), but when we compare this against Manufacturer datasheet , there will be dimension variation from Manf to Manf for the same package (eg:SOT23 package ),this will leads to confusion during footprint check . how you peoples are following ?
Pls. Suggest
Regards,

The IPC-7351A standard takes into account the small differences between manufacturers, and the footprints are based on the industry standard for a specific package. For the SOT23 package that you mentioned, some manufacturers number the pins differently, and to avoid confusion, we match the footprint pinout to the manufacturers datasheet. This has resulted in two footprints for the SOT23. They are the same, and match IPC-7351A, only the pin numbers are different.
