Blind Via

It seems that this should be really simple. All I want to do is create a blind via from layer 1 to layer 2, and put it in my library to use on a future design. Can this be done in the pad designer tool? I'm currently using Allegro PCB Design XL release 16.2.

     Pad Designer will let you define a via (thru hole).  So, once that's done, you need to go inside Allegro to define b/b via, I think.  To put into library, perform export padstacks from inside Allegro (File > Export > Libraries > padstacks).
