You have to make a "C" shape that is all but closed on one end. There is a good picture in the thread "Manual void " Look at the 4th post.

First you have to create a "Shape" symbol that looks like the pad you want. Make sure to save it in the correct directory as defined in your "padpath". Next step is to create a pad using that shape. Do that in Pad Designer, select Shape as the geometry for the pad. When you click the "..." button it should popup with a list of shapes that you can use.

Is this ever going to be fixed? It is not an issue for low frequency signal, but I need to create an outer ground ring for a 5 GHz connector and I am sure it will work with a small sliver cut out of it, but of course the connector vendor does not recommend this.  Is there any good reason that there can't be a void in a pad or is this just a bug that nobody wants to address?

If you only have the one part and are worried about the gap. After you place the part on the board overlap a etch circle and add a void. I know it is just a work around, but should work if you attach the etch to the net.
