silkscreen ref des text - how does one edit it and add it in layout? using 16.2

I'd like to change the size of the text (TEXT BLOCK#) on my silkscreen ref des layer.  Despite the layout tool telling me it cannot be changed, can it be changed?  To edit the text size, does this edit need to be accomplished on the part in the library, then delete the component in the layout and then re-place the component?  Or is there a way to do this in the layout tool?

Also, there are a couple of parts where the ref des silkscreen is gone.  I know this happens in Mentor Expedition (these mysteriously disappear and then reappear on a reboot).  Perhaps I accidently deleted these.  How do I recover those that have disappeared?

     You can recover ref des silkscreen using Place > Update Symbols. Check the symbol(s) with the missing ref des from the list and then hit the Refresh button.
