fanning out to a copper shape on board bottom

I have a copper shape on the bottom of a two layer board. The bottom is defined as conductor. I cannot get the autorouter to fan these nets out if I select  POWER NETS as the pin type parameter. If I select ALL for pin types even though I only have the ground net enabled for routing if fans out some pins that are no connects and gives them a dummy net and a via that goes to nothing. I tried making the no connect pins power in the schematic but no fix.

The PCB Router fanout passes ignore any shape assigned nets, they merely "break out" from the part pins. The Route passes obviously does take the shape assigned nets into account and any previously created fanout routes will be adjusted accordingly to connect to the shapes wherever possible.
