How to make an earth ground ring around the edge of the board

If I have a rectangular shape board, I would like to make an earth ground net dynamic pattern 40 mils wide trace in a rectangle 40 mils in from the edges of the board.  Do I lay down a full solid rectangle and then void out the center?

    Yes, That's right.
    You can create the ring shape by your way.

     You could also create an almost complete ring with a small gap round the edge of the board then add a second shape covering the gap then merge the 2 shapes. I'm not sure if you create a fullplane then add a void in the middle if you can then add further shapes in the middle if it is already voided out.
