constraining nets to layers and automatic neck down

I need to contrain some nets to a specific layer. Also will the autorouter automatically neck down from a fat trace to an appropriate width and maintain clearances as the route approaches a pin?

Create "Layer Sets" to lock the routing of nets on specific layers.  Yes, autorouter supports Regions.
