SPB16.3: Transferring Constraints from PCB to Router, has something changed?

 I just upgraded from SPB16.2 to SPB16.3 (I was trying to take advantage of the 3D capabilities).  So I started the routing process.  I have created constraints for relative propogation delay, but none of these are transferring over to the routing constraints.

 Has something changed in the way these forwarded to the router?

     That was it.  It has been a while since I did a board from scratch and I had forgotten some of the "switches to set".
