Custom Constraint

Is there any mechanism for creating custom constraints? For example, our contract manufacturer is asking for different spacing between components based on their size (a 0402 part has an X distance between pads to a different 0402 component pads and a Y distance to a 0603 component pad).

I can do a global pad to pad, but it creates a host of additional DRC errors, making it almost useless for this function.

Is there any way to do a constraint like this?

Unfortunately I only have Performance Option L. I guess we went too cheap when we bought the tools, but the sticker shock got my management.
