 during placement in allegro 15.7 , how to place a component top or bottom

     Look at the menu Place->Manual

    Select the parts from the list and while placing (top side) you can choose "mirror" (bottom side) with the right mouse

     

    Or you can set "Mirror" from the "Options" tab.   Then Mirror will place on on top
