signal net vs power net

Hi

How is it possible to define a net to be power net without assigning it to a power plane.

I've a double sided board and the router complains for to many pins on GND nets.

The router considers GND as signal net.

     Did you assign it a voltage?

     No. But when I defined, it gave the same message.
