OrCAD CIS 16.2 crashes when trying to access the part database

I have a part database in Microsoft Access format, which is running with OrCAD V9 satifying with no errors.

When trying to configure OrCAD CIS V16.2 for access to that database the following happens:

In the session where the database configuration (*.dbc) is created, the access to the database still works. One can browse for parts, place them on a schematic, view the database part for a part symbol on schematic and so on. The program creates an ORCADCIS.DBC file on a local drive.

When OrCAD CIS V16.2 is then closed and re-opened again, every CIS-related function causes the program to crash. It then shows a final PopUp dialog:

"capture", "This application has quit unexpectedly. To help Cadence detect and analyze the problem, archive the current project. To submit the archived project, contact Cadence Customer Support."

In opposition to the message shown, there is no need to have a current project to generate the crash. It is sufficient to try to run the CIS configuration (menu Options > CIS Configuration) with no project opened.

The only way to escape is then to edit the capture.ini file and to delete or comment out the path to the DBC file. When OrCAD does not find a DBC file at all, it forces the user to generate a new one. Then one can repeat the sequence of trouble (see above).

Is that a known bug in OrCAD? Are there any solutions? Can anyone help?
