In Allegro use File - New - Mechanical Symbol, draw the item you want, add pins (mechanical ones only) etc. Save the file ensuring it is in your psmpath directory. Then in the actual board file use Place - Manually, check the adavnced settings tab to make sure your library is checked, the back on the placement list tab change the Components by refdes to Mechanical Symbols, your new symbol should be in the list. Place it from there.
