Clearances in positive plane shapes.

I am running OrCAD PCB Editor Ver 16.3. I work in mils. I place Shape->Polygon items on regular etch layers to create positive planes.  I set the parameters->Clearances-> Oversize Value to 10.  Pads that are not part of the associated net get the clearance I'm looking for.  Pads that are connected, however, have 5 mils less clearance.  I have used the constraint manager to set the same-net-spacing to match the normal spacing constraints but that hasn't fixed the problem.  What am I not setting or is this a "feature" that I can not control?
