disable constrain manager

Hello, I have a very basic question. I am using DEHDL 16.2, L version, without constrain manager. if I got a design from 3rd party with design manager enabled. how can I disable the constrain manager.
 
I have two screen shot attached when I do export. the first one works fine. the second will complete the export, but when I do import, I got the following message"Design flow is Constraint Manager enabled, pstcmdb.dat and pstxnet.dat do not appear to be from the same packaging step.", I think the error message is reasonable, because when export the enable export is unchecked.  how to change the second project to fist one.

     I am trying to drag a picture to this edit window, it won't complain, but nothing shows up. then I figure out the attachment is in option window. and seems to me I couldn't attach two picture in one post. cadence website just like their tools, it has everying there, just take time to figure out.
