Component Value (on most components) not coming through to the board [Allegro 16.5]

I have many components where the "component value" will not come through to the board.  The "Component Value" for all capacitors is coming through to the board just fine but neither my resistor values nor none of my other component values are not coming through to the board.  I have set up the caps and the resistors similarly in Part Developer and put a "*" as the placeholder on the "component value > assembly top" in all footprints.

It is a different application but the Values are written to the BOM just fine.

I have tried the suggestion in Cadence Solution ID: 11157098 but that did not fix the problem.  I have tried a global replace on that part but that didn't fix the problem.

Has anyone had a similar situation with suggestions for getting the tool to display the values at the board level?

    Thank you Steve.  That was very helpful.  I was not aware of that report but ran it and found some interesting information.

    As it turns out I needed to go to Project Manager > Setup > Tools > Packager XL > under Component Definition > Click on Add... > Type VALUE as a Property Name > OK.

    Then open Design Entry HDL and Package the design, then all of the Values can through to the board.
