Scroll Zoom in 16.5

I just installed Allegro 16.5 on a new PC. I cannot use the scroll wheel to zoom in very well.  If i scroll up (zoom in) over and over it will eventually jump to a zoomed in veiw but if i try to zoom in again from there it jumps back out all the way.  If i manually zoom in it will zoom out correctly with the scroll wheel. I have tried/checked the following...

Playing with mouse settings - Same mouse as old computer (Microsoft wireless optical #1008 - No change

Set design size larger - No change

Env Variables - set  buttonfactor = 1

User Pref, Display, Roam, roaminc = 96 (tried 95 and 97 randomly with no effect)

 

I had no zooming issues on my old PC. 

Any thoughts? Other settings I should be checking?

    Yeah prob should have mentioned i moved to Win7

    Mine already had Middle-Click (Default) as the default, but adding Allegro seems to fix the problems
