shape to shape spacing not behaving properly in 16.5

I have my shape to shape spacing set to 10 mils for all layers. When I have two adjacent shapes defined on a 5 mil grid (10 mils apart) it seems allegro will add a small amount of additional spacing so that the resulting spacing between the two shapes is 10.02 mils.
